The story of Vyacheslav Mishalov began like the typical rise of a “young technocrat”: internet businesses, involvement in IT projects, media activity, and later a seat on the city council and the position of city council secretary.

But everything changed when political office stopped being a tool for serving the city and instead became a key to money, resources and tender decisions. Mishalov quickly understood a simple formula: power in Dnipro can be converted into influence — and influence into capital.
